Well if you do not want to use bleach on your hair, I'm afraid your only solution would be to go back to a darker colour.

A dye can't make another dye lighter, the parts that have taken to the colour are probably bits that hadn't been dyed (perhaps missed) in previous applications.

Your other option could be to do loads of high-lights to break up the colour - don;t attempt that by yourself though!

I tried to lighten my hair and wanted to go for a light brown/dark blonde... I now have spotty colour, some white, some yellow, some orange and some still my original brown!!! I tried to fix it but it is not working!!! I look terrible and have shoulder length hair, for the time being it is still healthy but I don't want to push my luck as I have never used peroxide to lighten it before (40%). What can I do to get it at least one (non-crazy) colour? I am also on budget too so can't afford too much.
